Designating March 21 as Down Syndrome Awareness Day

The above-referenced legislation would designate March 21 as Down Syndrome Awareness Day, adding it to a list of commemoration days in New York State. The New York State Catholic Conference supports this legislation as an important symbolic step in de-stigmatizing Down Syndrome and celebrating the men and women, boys and girls who have the condition.

The United Nations designated March 21 as World Down Syndrome Awareness Day in 2011. The date was chosen for the 21st day of the third month to symbolize the triplication of the 21st chromosome in people with Down Syndrome.

An estimated 6,000 babies are born with Down Syndrome every year. Typically, they are among the happiest individuals anyone could hope to meet. One study showed that 99% of people with Down Syndrome surveyed said they were happy, and 97% said they were happy with who they are. While they and their families face challenges, they bring joy to those who welcome them in life. Sadly, studies have shown a termination rate in the United States of between 61% and 93% when a prenatal diagnosis of Down Syndrome is received. This is an unspeakable tragedy.

Individuals with Down Syndrome live longer, happier, healthier and more productive lives than ever before. Unfortunately, a stigma still applies, and many parents feel unable to cope with the challenges of raising a special-needs child. By enacting this legislation, New York State will help parents to see the reality that this diagnosis should not be greeted with fear or dread.

We commend the sponsors for this legislation and urge that it be passed and signed into law.
